Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.

The right-leaning group of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
